Action-Packed August

There are three stages to the Legacy Foundation, sponsored Neighborhood Spotlight initiative; organize-decide-act. For the purposes of this grant, Legacy considers the Miller Neighborhood to be from County Line to Clay St. to the North side of Route 12. There are roughly 10,000 people living in this community. Neighborhood Spotlight is a placed-based initiative for reinvesting in Lake County communities.  Supported by the Legacy Foundation and the JPMorgan Chase Foundation with technical assistance from the Indiana Association for Community Economic Development, Spotlight is about the process of change rather than funding specific projects.

(Members of the Miller Spotlight Property & Blight Action Group meet for the first time.)

From January 2014-June 2015 Gary’s Miller Community was in the Organize Stage.
From 2014-2015 volunteers attended 3 workshops given by the Legacy Foundation, wrote up their neighborhood Spotlight Grant Application, received the grant and then began the process of hiring someone to help facilitate the grant. Our Community Builder (Jessie Renslow) was hired and started to meet with our eleven-person, all volunteer-member, Steering Committee. They gathered a list of vested community members (people who lived, worked, or worshipped in Miller). The list had 603 names on it. To date 211 folks have been interviewed. The volunteers asked these community members what they considered the strengths, weaknesses, opportunities, and threats of the neighborhood to be.  The goal of these conversations was to build relationships and help community members identify shared priorities and passions.  The report was created to summarize the feedback, which also helped everyone learn more about how others view their community.  The report can be accessed here. The report findings were delivered by 10 volunteers from the community on June 27, 2015 at St. Mary of the Lake’s Lessard Hall. Community engagement and relationship building are ongoing processes that will continue throughout the Miller Spotlight program. The grant only required 100 interviews, but we are shooting for at least 500 as that will be 5% of our population. We are continuing to interview until 10/31/15. Please email Jessie via millerspotlight@gmail.com to book your interview. We will release an updated report in early November.

(Members of the Miller Spotlight Area Context Action Group meet for the first time.)

From July-October 2015 we will be in the Decide Stage:  Community members came together in July to create a common vision for what Miller could ideally be in 10 years.  This vision is comprehensive and includes all aspects of the community.  Action Group were formed by volunteers around the themes identified in the report and during the visioning session. There are seven groups:

1.Miller’s Area Context
2. Economy and Job Opportunities
3. Safety and Code Enforcement
4. Environment and Eco Tourism
5. Property
6. Education and Youth/ Child Programming
7. Transportation and Infrastructure

All are welcome to join an action group. Please email Jessie via millerspotlight@gmail.com for more info. There was an Action Group training on August 6, 2015. You can access the video of this training and all training materials here. Action groups will be creating SMAART goals and action plans that articulate how the community will achieve its vision.  The action plans include commitments from people and organizations who will ensure that the plan is implemented by the agreed upon deadlines. These are due on 10/9/15. Along with the group’s early action project grant. Each group will apply for a grant to help ignite interest in the theme they are tackling within the community. The process goes as follows:

The goals of the early action projects are:
To have an immediate impact on the quality of life in the targeted area.
To involve a diverse representation of residents from the targeted area.
To build collaboration among organizations and businesses in the targeted area.
To engage new community members in the collective impact process.

Guidelines:
Each project will be funded for a maximum total of $1000.
Projects should provide visible results in the short-term (3-6 months).
Requests should be for new projects or an expansion of an existing project (not for operating or ongoing staff costs).
Projects should demonstrate a high level of community participation and engagement.
Additional leverage will be looked upon favorably, but is not required.

Process:
Share idea with local Steering Committee and get feedback.
Complete one-page Funding Request.
Within two weeks of the grant application, the local Steering Committee will approve or deny the request.  The discussion regarding the decision may include meeting(s), phone conversations, and/or electronic correspondence.
The Action Group will be informed of the decision within one business day of the decision being finalized.
The Steering Committee will draft a grant agreement.  Once the agreement is signed, funds will be disbursed and the project may commence.
The Action Group will submit a brief report describing results no later than six months after grant funds are disbursed.

(Members of the Miller Spotlight Education/ Child & Youth Programming Action Group meet for the first time.)

From November of 2015 to January of 2017 (and hopefully beyond) we will be in the Act Stage:  Our final plan will be presented by and to the community at a rollout event before Thanksgiving 2015, in which volunteers and partners will be recognized and fresh support will be enlisted.  Strategies for ongoing communication and results-based accountability will ensure that partners live up to their commitments and provide opportunities for the plan to be revised over time as goals are met and new goals are identified.

Jumping into July!

The Gary-Miller Spotlight project has been in full swing since our Community Kickoff on 6/27/15.

One Tuesday 7/7/15 at 6:30PM, Miller Spotlight held its Visioning Session at the Marshall J. Gardner Center for the Arts (540 S Lake St Gary, IN 46403). 51 community members attended and helped create a vision to help us focus on the next stage of the Neighborhood Spotlight process, action.

A community vision is a statement that describes where a community wants to be in the future. It also explains what the community wants to do or get done. These types of statements are usually short, with many being just one sentence. They are important because they indicate the primary goals of a community.

Miller’s will not lay out a precise plan for how to achieve these goals, but it will outline our community objectives clearly. Its main purpose will be to orient everything our community does. From our vision it will be possible for our theme-based Action Groups to come up with the strategies and/or techniques to move forward in a very specific direction to accomplish progress in the revitalization efforts we are planning to undertake.

On July 18, members of the Miller Spotlight crew, the Miller Beach Arts & Creative District and residents at Park Shore Commons got together for a fun filled summer BBQ. Over 70 people attended and 2 professional photographers volunteered to take family pictures for anyone interested. Park Shore Commons has played an active role in the Neighborhood Spotlight process.

On July 24, Miller and Hobart (our sister community on this project) Spotlight Steering Committees got together in a casual setting to explore Northwest Hobart. NWH is the territory covered in the Hobart Spotlight initiative. Members from both groups were able to get chat on their experiences and exchange ideas on helping revitalize their communities and the concept of collective impact as a whole. Miller and Hobart are looking forward to working together and welcoming next year’s Neighborhood Spotlight Communities into this project.
During our visioning session a spirited discussion on community engagement occurred. IACED (who has been commissioned by the Legacy Foundation to help with the Neighborhood Spotlight process) suggested that a community discussion surrounding engagement might be beneficial to our neighborhood. So, on Monday 7/27/15 we held the first of several discussions on this subject. If you are interested in this topic, please email Jessie Renslow, via millerspotlight@gmail.com for more info.
The next major step for our initiative is our Action Group Workshops. Please attend our morning or evening Miller Spotlight Action Group Workshop. (On Wednesday, 8/5/15 from 8-10am & 6:30-8:30pm). They will be held at the Marshall J. Gardner Center for the Arts 540 S. Lake St. Gary, IN 46403.

At the workshops you will get to meet your group, decide your group's schedule and get your theme's plan started. If you are undecided about joining a group please feel free to attend and see what the Neighborhood Spotlight process is all about. You don't have to live in our community, you just need to be interested in furthering the revitalization efforts. All are welcome to join! We are a Legacy Foundation initiative.

What's Next????

On Saturday, June 27, 2015 about 100 people attended the Miller Spotlight Community Kickoff. From 4-6pm members of the community met at St. Mary of the Lake’s Lessard Hall and listened to eleven of their neighbors explain the findings from our grassroots initiative project.

Since February fifteen, volunteer, members of the Miller Spotlight Steering Committee have gathered 4,013 comments about Gary’s very own Miller neighborhood from vested community members. Our community Builder synthesized these comments and seven themes naturally arose from the data gathered:

1. Miler's Area Context
2. Economy and Job Opportunities
3. Safety and Code Enforcement
4. Environment and Eco Tourism
5. Property (Including Blight issues)
6. Education and Youth/ Child Programming
7. Transportation and Infrastructure

On June 27, 2015 volunteers from the community discussed Miller's views on the above themes. They will help determine how we as a community plan to take action towards continuing to revitalize Miller. Cullen Ben-Daniel and Al Renslow presented on Miller’s Area Context, Rebecca “Becky” Wyatt covered Enconomy and Job Opportunities, Commander Rice spoke on Safety and Code Enforcement, Dr. Pete Avis talked about the Environment and Carol Smith chatted about Eco Tourism, Alicia Nunn, Rachel Veronesi and Clarence Knight conversed about Education and Youth/ Child Programming, Gene Ayers talked about the state of our property and Eric Tonk spoke about Transportation and Infrastructure.

Our eleven volunteer speakers did an awesome job bringing to life the data our steering committee has gathered. They had the audience enraptured, which was quite a feat considering they were discussing data, but they were able to get folks to listen because they explained the reasoning behind their passion for the subject they presented on and why it is so important to our community.

A special thanks goes out to Judith Siroky for all her help and St. Mary of the Lake’s for being a great venue. Ray “The Sound Guy” was just great. He donated his services in the midst of a giant rain storm and had a smile on the whole time. Dr. Eve Battando lent her fab tech skills and projector to the event as well as helped post flyers. Mandi Renslow and Sarah Radowski were great at designing our data boards

SO, WHAT’S NEXT????

Our Visioning Session is the next stage of the Neighborhood Spotlight process. What is a community vision and why is it important?

A community vision is a statement that describes where a community wants to be in the future. It also explains what the community wants to do or get done. These types of statements are usually short, with many being just one sentence. These kinds of statements are important because they indicate the primary goals of a community.

At the visioning session, attendees will help construct Gary-Miller’s community vision and hopefully sign up to join Action Groups to help assess the themes presented in this quality of life study. The Action Groups will meet 3-6 times between July and September to construct plans to access each theme. Afterwards the community builder and IACED will construct a Community Plan that will be implemented in 2016.

So, please come to the Marshall J. Gardner Center for the Arts on 7/7/15 at 6:30pm to find out more about Miller Spotlight and where it will take our community in 2016! RSVP on Facebook here. Walk-ins welcome!!! You can sign up for an Action Group there too. You don’t have to be from Gary-Miller, or live here you just need to be invested in our revitalization efforts to participate. Your opinion matters!

Miller Spotlight Community Kickoff!!!

The Miller Spotlight Steering Committee is hosting a Community Kickoff on Saturday, June 27th from 4-6pm at St. Mary of the Lake’s Lessard Hall (6060 Miller Ave. Miller Beach-Gary, IN 46403). All are welcome to attend this free event!

Miller Spotlight is a Legacy Foundation initiative modeled after collective impact projects that have worked well on the south side of Chicago and in Indianapolis. Miller and Northwest Hobart are the first two Lake County communities to pilot the Neighborhood Spotlight program, which is a new place-based initiative for reinvesting in Da Region. After decades of significant economic decline, many neighborhoods throughout our area are struggling to thrive and sustain their vibrancy. Pockets of hope exist. Miller has been identified as an area of opportunity.

For the past four months our fifteen, volunteer, members of the Miller Spotlight Steering Committee have gathered 4,013 comments about Gary’s very own Miller neighborhood from vested community members. These conversations will help determine how we as a community plan to take action towards continuing to revitalize Miller.

By sourcing our information directly from the public we are hoping to identify which grants/ programs might best suit the needs of Miller. With support from Legacy Foundation staff and consultants, Miller will organize, decide and act upon projects that can profoundly change our community’s future.

Community volunteers will present Miller Spotlight’s findings at the Community Kickoff and then decide what is the best way to proceed. Come this Saturday and find out more about the seven most identified areas of the study and how you can join in the next step of the process!

Volunteers from the community will discuss Miller's views on:
1. Miler's Area Context
2. Economy and Job Opportunities
3. Safety and Code Enforcement
4. Environment and Eco Tourism
5. Property
6. Education and Youth/ Child Programming
7. Transportation and Infrastructure

Come to Lessard Hall at 4PM on 6/27 to find out more about Miller Spotlight and where it will take our community in 2016! RSVP on Facebook here. Walk-ins welcome!!!

Miller Beach Embraces Collective Impact

The main goal of the Neighborhood Spotlight program is to promote our community to work collectively, thus increasing the level of impact our efforts can have. Collective Impact occurs when organizations from different sectors agree to solve a specific social problem using a common agenda, aligning their efforts, and using common measures of success. (FSG, 2011) For more on collective impact please check out http://collectiveimpactforum.org/what-collective-impact
Luckily Miller Beach already has a lot of cool organizations and vested community members interested in making the quality of life here the best it can possibly be. There are several annual events that occur that promote collective impact. The Miller Spotlight Steering Committee is collecting and synthesizing data from our community to find out how to better these efforts.

This past weekend several big kickoffs occurred. There was a major coordination that occurred between the MCC, MBA, Miller GardenClub, Miller Spotlight Steering Committee and several Block Clubs. Volunteers conducted a community clean up on Saturday 5/2/15 from 7am-11am.

A ton of folks came out and supported our community. Litter is definitely one of the threats to our neighborhood. This summer we will construct a plan of action to figure out how to address it.
St.Mary of the Lakes hosted a Festa Italiana. There was a great turn out. People from all areas and religions attended. St. Mary’s has been a long-standing pillar of our community, but as of late has run into some financial troubles.

Miller Beach wants to keep as many organizations thriving as possible. So, everyone collectively tried to attend this awesome event. Over 500 tickets were sold! Our Miller Spotlight volunteers were there too getting interviews on the community’s thoughts about what will help revitalize Miller Beach and how we can coordinate our existing institutions to collectively impact our community.
Another great joint effort in Miller is our Farmer’s Market, which opened on Sunday, May 3, 2015 with an awesome turnout.

We had produce, honey, a variety of world cuisine, jewelry, and flowers! The market accepts SNAP and a Miller Spotlight volunteer was there to interview folks too! It’s open every Sunday this spring/ summer from 10am-3pm.

If you have an apartment, event, precinct, block club…you would like our community builder, or some of our volunteers to come to please contact Jessie Renslow via millerspotlight@gmail.com. Also, please like us on Facebook and Google+ .
